Foam pad crumbs

I've used my 6&1/2" pads with my rotory, and my PC. One white LC pad is starting to leave little crumbs of foam on the surface as I polish. My new Cobra white cross groove pad has started to leave foam bits the first time I used it as well. Are these bits of foam a sign the pad is warn? Can it harm the paint? I confused about the Cobra, even with just a PC.
