Believe it or not some of us use these (the rotating style) with small discs of emery for super small detail sanding on plastic models (cars boats etc). Cut the bristles off and stick the sandpaper on (I use 3m 77 spray but others have actually stuck velcro on)

I don`t think you would get the rotation you need to polish with a foam pad... but I`ve never tried it.

Great idea for a small cleaning brush. Even if you do something to be able to attach pads, I don`t think it would have enough power to spin the 1" pad.
 
A larger amp battery will give higher rpm`s

By the time you buy the larger amp battery and powered tooth brush you would have more in it then a variable speed rotary tool. You can get a Wen rotary with flex shaft like Migue has for $19.61 on that A site.
