Dodge Paint Issue

What you guys think is wrong with this paint on Dodge Charger? I have yet see the car in person customer sent in couple pictures. I am hoping to see the car in person today. Any hep would be appreciated.

The cloudy finish is a dead give away, that CC failure. If you use a rotary and polish it, you can make it look OK, but that's about it short of repaint.

I did my BIL car the hood was like that, I polished the day lights out of it, and it came out look good at 10 paces. It was going up for sale, so it was just for appearances only
 
Given the "lack of" age of the vehicle, is it possible that some type of sticky/tar film is coating the surface. I would hate to think that something that new could have deteriorated so quickly.
 
Looks like it is CC failure IMO from the photo from maybe sitting outside all the time with no protection done to it.
 
I lean with the crowd here. It looks like clear coat failure. That said, not having all the info it could simply be a mondo case of water or other deposits.
 
This reminds me of the last charger I worked on.. Here's a before and after picture of the hood.

But that was the waterspot car from hell, not CC failure.
