DIY Repairable?

Hi,



I'm new to detailing, so I'd like to hear an expert opinion on what's going on with this paint:

I'm guessing that the clearcoat is coming off. Is it a DIY repair possible without a complete repaint? It doesn't have to look great, but any improvement would be helpful, at least to stop it from worsening.



Here's some rust damage on another car:

This doesn't have to look good/great either, but I want to stop the rust from spreading. Can I just dremel the rust out, sand it, and apply some of this (Rust Fix®), then touch-up paint? Also, is there a good guide on rust repair? Thanks!

You can try rattle can clearcoating the parts and feathering the edges by wetsanding but that takes quite some skill. But other than polishing to make it look a little better it's not gonna work and the problem will spread.
 
You're talking about the top picture, right? I'm worried that polishing will cause more damage to the clearcoat, causing more of it to flake off. At this point I just want damage control.



Any idea about the rust?
