dirt on new paint?

I took my friends advice and had a rear 1/4 panel worked on.(rust). I got the car back in less than desirable condition.The paint has dirt embedded, not major, but there. The question is, do i try wet sanding, or another method?
I know some people will say take it where i should've taken it in the first place, that may be my only alternative, or ?

Take it back, and ask them to do it "right"!

The paint surface must be perfectly clean before, during, and while the paint is curing.
