This one has been nagging at me for far too long.....

I'm doing my regular summer detail on my daily driver, a 95 Tbird, and am removing swirls and minor scratches right now.
Since I purchased the car nearly 3 years ago, there have always been some swirls that a PC is worthless on, and the rotary only minorly corrects - but that's it.
Furthermore, there is a small 2" diameter circle on the passenger quarter panel that to me looks to be a dealer installed rotary burn through.
It's minorly distorted around the edges of this area, but all the color is still there. It's smooth to the touch, but is still visible as a circle problem area.
Been there since I bought the car, and I'm now getting to the point where I want it fixed or hidden a little better until it can be fixed.
I know in most cases- a re-paint is necessary, but go with me on this one.
I've made a few passes with SSR2.5 and it has helped a little, but now I'm stuck.
I'm open to wet-sanding and re-polishing if needed, but wanted another opinion on how to remove or at least tone down (hide) this apparent buffer burn.

Also, as I previously mentioned, there are a few swirls that the PC and rotary just can not get out. While that certainly does suck, I've come to the conclusion that in those area's, a filler intensive product would now be my best bet for a better overall appearance.
I'm open to suggestions, but what would you all recommend for a product with good filling ability for my situation?
