Contamination stuck in rear bumper

It's a Jeep Grand Cherokee, under the rear bumper also in the fender as well,I've tried Mother's Clay System and MPPC with a polishing pad,but I just can't get that OFF.

Am I doing something wrong ? Should I try something else ?

Under the bumper and inside the fenderwell? Maybe it's some overspray from the undercoating sprayed on by the car dealers or something? Have you tried to approach it like it was gunked on tar? Maybe use some mineral spirits or something?

I'm not quite understanding what you are asking is this something that you just got on the car, ran over?

In the areas you have circled, the problem is most likely road tar.
Try some tar remover in a small area, letting it soak for a while to see it it will start to dissolve.
Some kerosene would probably work, too.

Kerosene ? Won't damage the clear coat ? How do I apply ? Soak a applicator pad with it ?

The Kerosene will not but I do this at the wash stage with a bucket of soapy water and a hose ready to clean right up.....Lacquer thinner will do the same thing but you HAVE to protect that area as soon as your down
 
I'd go with naphtha ( lighter fluid) or maybe the kerosene. I'm not brave enough to attempt lacquer thinner. It might not come off right away. In the last major tar clean up I did, I had to use the above in conjunction with clay ( expect it to be toast upon using) and follow with a steamer. As Charles said, let the product dwell. Do your best not to scrub or you're probably going to have to follow with polishing.
