Concrete splatter

I have alot of concrete splatter on the underneath rocker panels and running boards of my truck. No I don't do construction.

I've settled on white vinegar as the way to go. That said, I'll try it both 1:1 and then go straight if the 1:1don't work.

My question is, what's the best to way apply the vinegar. Alot of people are telling me hold a rag or sponge onto the areas so the vinegar can dwell. This doesn't make any sense to me. What about using a spray bottle and spray down the areas beforehand? Or is the sponge method better? Seems my arm would get tired pretty quick.
 
Since I can't edit my posts(damn computer) To note, muratic acid is out of the question. IF for some reason I do need to use it, it will be severely diluted, down to 100:1 at least.
 
I have no first hand experience at removing concrete. (Thank God) but their are a few threads on MOL where people had success with vinegar.
