It was put away for probably a couple years indoors. Inside a closet actually. It seems to be pretty hard. I don't remember if it was like that before. You can run your finger over it and the paste comes off. You can dump the whole thing out of the jar. I did see a photo of someone dumping it out of the jar and wiping it on a PC pad to apply it though. Is this the normal texture?

That sounds about right. As long as the lid was on tight and the temps didn't get extremely hot or cold it should be fine. If you can run your finger or a pad lightly over the top and pick up some moist wax it sounds normal. It will slide out of the jar very easily, but if you use it that way make sure you don't drop it!
