Cement splash on paint

Friend was following cement truck and some liquid came out of the shoot and splashed on his car. It has dried and he can`t remove it. He scraped the windows with a razor blade and removed it from windshield but wants to know what to use on the painted surface. It does not have the consistency of concrete, as he explained it, it`s more of a stain on the paint. Thanks in advance for any suggestions---except don`t follow a damn cement mixer down the street!

Soak a towel(s) in vinegar and apply to the spots. Refresh vinegar if they dry. After 10 minutes spray with a hose and the spot should rinse right off.
 
I would use vinegar as well, if that doesnt work post again and I can give you something else to use.
 
While not a popular as the parent store, TOL has some unique problem solvers like road paint wipes as well.
 
Here`s a tip to help negate the stain from cement splatter IF it is fresh (IE, not dried): wash the debris off with Regular Coke-Cola (Not diet or Zero). The sugar and phosphoric acid in Coke keeps the cement from setting up and the acid removes the lime (calcium oxide) from the paint. Yes, you will need to wash/rinse the area in soap-n-water to keep the area from getting sticky, but this can be done later if need be.
