It's hard to tell what it is without clearer pics or verbal assumption. But, I'm assuming it is scuff marks, and if it is, clay & polish should do the trick.:up
 
Wash the effected area



Clean the are with 3M adhesive remover[wipe once let soak for 20 seconds then reapply product to rag and wipe again]



Mask bumper off: [USE A COTTON T-SHIRT] Apply DACP / SSR-1 to VEHICLE PAINT area work product in well, Then apply SFP / PP to area work product well then protect with sealant



As for the BUMPER clean the area as stated above DO NOT TREAT the bumper with any condition until the sealant cure PROPERLY unless the conditioner is WATERBASE

You can camouflage the damage a little bit polishing the paint and dressing the trim but that damage is not something that you can buff out or cover up. Your time would be better spent searching a good body shop.
