Can I remove these spots? PICS inside.

I'm working on my 91 mustang. It's red and single stage paint. I just got my new Hitachi rotory and I'm wondering if I can get these spots out of the hood. They almost look like they are etched in. Can these be buffed out?



I'm using the rotory @ 1300 RPM with SSR2.5 and a megs 6.5 foam polish pad.

Does look like etching to me as well, but pretty much impossible to tell how deep they are, but they don't look that bad. You won't know for sure whether they'll come out until you start polishing.
 
You can drastically improve it if not altogether eliminate it. Get cracking with your rotary if you feel ready. Just don't get overzealous about getting the etching out if it doesn't want to completely disappear.
 
Do you think it would be too agressive to go with a megs cutting pad and SSR2.5? I just got my rotory today so I'm not sure what the best technique would be. I noticed I wasn't building up much heat with the megs polish pad/SSR2.5/@ 1300 rpm.
 
Last night I tried the Megs polish pad/SSR2.5/@1800 RPM and built up some heat but didn't do anything to these specks. Not sure how hot I want to get to the paint. It was pretty warm to the touch.
