Blending in the paint...not so good of a job

A spot on my car has shown up where someone obviously tried to paint the quarter panel and didn't do a very good job. When they tried to blend in the paint you can really tell. How would I go about cleaning that up...if possible. Here's a picture I tried to take of it, but it's hard to get a picture because you can only see the spot in just the right light.

That's the most orange peel I've ever seen, you'll need to wetsand that down and polish it out with a rotary or some ScratchX to minimise it. It might actually blend well once it's sanded.
