Hard to tell by the picture, but it looks like the best way to restore that is to pick up some trim paint and repaint it. I did that on a Mustang of mine that had some bad trim. It was to far gone for any product to restore it. Depending on how detailed you want to get, you can sand it smooth with various grades of sandpaper and then paint it or just applu=y the paint after cleaning.
had some thing that similar on my vw golf.....i used megs #38 and fine wire wool on it , i guess it depends if theres enough rubber on there to let you abrade off the surface to reveal new
