Applying clearcoat to a small part of my wheel

Hello guys, took the car out of storage a few days ago and I'm currently detailing it. I got a problem with one of my Machined Face wheels though. Part of the clearcoat has peeled off near the center. The alumunium must be oxidized cause it's turning white. I want to fix it but don't really know how to prepare the aluminium and the best way to apply the clear (spray, brush ?). It's an area of about 3/4" by 1".



Any advice ??

I personaly would suggest stripping all of the clear off on all of the wheels and just keep them polished nice.
