What car is that? It looks like a nice little project.

I would just restore it. have fun with it and repaint it. I dont think that you can do much mure than that.
 
give it a good polish to try to restore some depth to the paint. I wouldn't go nuts with it. Try a little metal polish to get the rust off the wheels. Plus what he's paying you may help determine how much to do.
 
On the wheels, "Naval Jelly" will help -- this is a perfect candidate for it. As for the rust through the paint, be carefull -- it could be a tell tale sign of paint thinning. I can't wait to see the after pics :)
 
Also where there is rust on the paint ... Be careful ... There might not be any metal under it!
I have worked on places like that only to end up with a hole where there used to be metal.

I detailed an all origanal t bird, mustang, and corvette. all first year models .. iwish i had pics i will double check to see... the paint is wierd on them . bieng as there so old. theses all had no rust on the body and the panels were all perfect ... they were swirled to **** and it took a bit longer to unswirl the paint on one then it does on a newer car.. there were some rust dots forming on the bumpers trim and wheels.. i used suffer fine #0000 steel wool. then speed buffed the enire piece with "blue magic" metal polish... its amazing ... the steel wool not only removed the probles on the chrome but made it shinny as hell the BM was for a little depth and pertection. good luck wit it. carefull by the rust !!!
 
I'd go rotary and use a good polish or light cut compund to get the top coat off. Then polish and wax that's about all you can do on single stage paint
