My sister is a NASA engineer, and her office is in a hangar. The hangar has a fire suppression system similar to your last pic. One day years ago somebody inadvertantly set off the system, and it filled the hangar about 3/4 full of foam! If some of you guys were there, instinct would take over and you would have immediately begun detailing the airplanes!
 
If memory serves, that stuff is AFFF or aqueous film forming foam and is used to suffocate the oxygen supply to the fire (i think). It's delivered via a fairly simple "proportioner" in the delivery system that takes the concentrate of AFFF and mixes it with water to then deliver the mix under much more pressure than your garden hose. Cool stuff and given the mechanics of how it is mixed and delivered is the same concept as your our foam guns. Just swap out the AFFF concentrate with your favorite wash soap!!! Almost looks like they're doing that in the first pic to wash the apparatus.
 
It's kinda like those "foam" parties they have at clubs the college kids go to. Lots of curvy bodies to detail there!
