acura wheel clear coat issue....

I am detailing and paint correcting my mother's 2012 acura RDX in metallic grey

she has the sport wheels and as I was cleaning I noticed several of these oxidation marks on the clear coat.... I polished the wheels with gg 3" with orange pad and wg fg 3.0 and the rest of the sheels came out perfect but these stains will not diminish at all

has anyone seen these before? will a polish/foam pad help at all? should I step up the polish?

 
In pic one can you feel that with your finger nail? That looks like something in the metal not on the surface to me

Pic two, looks to me like it CC has been marred..meaning from cleaning improperly or with to a aggressive polish like a compound..That said it can be corrected but I would like to understand the product you used to start with
 
I should have explained the pics better.... in the first pic, the oxidation/discoloration looks white with dark spots within... no you cannot catch a nail on these spots, although there is one big one where you can feel it bubble a little so you are right they are not on the surface

in the 2nd- 3rd pic, I polished that wheel and it came out great (using gg 3" orange wg fg) but as you can see again, the little white mark about 1/3 the way up the rim, there are many of these spots on all 4 rims

I only used the above pad/polish combo so far.... I have a flex3401 and a 6"gg and lots of diff pads.... I have wg tsr and fg400... but I am not sure that I can remove these spots

very disappointing for a 2 yr old car... any other Honda/acura owners seen this?
