94 Mustang Cobra - Problem with Clear

Alright, so I came across the first car that has frustrated me.



1994 Red Mustang Cobra. Never been polished or even clayed ever since the current owner got it. It's been about 3 years. Upon arrival I noticed the rear bumper had been repainted over the original paint. Not sanded, primed, anything... saw some bubbles where the bumper connects to the trunk and it was peeling off. Clear coat around the car was a bit shot too. I saw a few micro fissures here and there and the clear was VERY oxidized. Aside from that, just the normal swirls and light scratches you would expect out of a 13 year old car...



I was not sure on how hard the clear was, so I started with a Blue Edge pad and SSR1, then 2.5, then orange with both polishes, green, with SSR2.5 and nothing... I then busted the wool. Started with Green Edge wool with Chroma 1500... then Yellow wool with Chroma 1500... Yellow with Ultra Cutting Creme Light... (see where I'm getting?) and finally Black Wool with UCCL.



I accomplished NOTHING but removing the oxidation as you can see in pics below...

Now, I was hoping the swirls you see on pic 2 were created by the black wool. I tried going back the same route with different pads and polishes all the way to White LC pad and 106FF. Nothing removed it.



I got really pissed off, decided to just oxidation with the yellow wool and UCCL. Went over it with 106FF just to restore gloss and said I would return to remove the swirls at no cost. I know it's gonna take me hours of work but I just cannot leave a half-*** job out there...



What I ask of you guys is:



* Do you have experience with early 90's Ford clears? Is it this tough?

* What else can I attempt?



PS: Forgot to mention I used a Metabo Rotary at speeds 2-3 (3 is 1500rpm) for most of the work. The 106FF was done with the UDM.
 
I had a 1994 Thunderbird which was clearcoat. No matter how hard I tried to take care of the paint - the clear was destined to fail, and it did on the roof and then the upper rear quarter panels. I was able to hide alot with 3M SMR - but eventually repainting it was the only fix. I know that most or all 94-95 T-birds had clearcoat problems.
 
I see. I wonder if it's because the clear is failing that I'm not able to polish it. Does anyone know if clearcoat gets harder with time? It was really weird to see my "skills" fail in front of a customer. I'll never say I can do a job like this in the future... :(
