I found this pen at the local Pep Boys the other day. It is basically a nifty tool for sanding small nicks prior to touch up painting. It is made of a plastic tube with a collection of glass fibers clustered in the center. There is a screw mechanism that will allow you to lengthen, and therefore widen the diameter of the tip, or draw the fibers in for storage. It comes with a replacement fiber insert in the handle.
I found it to be very easy to use, control, and manage. It sure beats spending time gluing sandpaper to erasers. The cost was $5.99, but I suspect that it will last a very long time. I was able to clean and polish right up to the edge of the paint chip, and it left the metal underneath clean and shiny, and ready for primer.
