Hello, Searched the forum couldn't find the answer. Why do we all "wet" sand rather than just dry sand. What are the reasons and why is it so important to keep it wet all the time? Thanks.

In the picture you can see a small bump or ridge has formed from a small dent in the corner of the car. Although, it doesn't look too bad, I'd rather get it fixed. Is it possible to push this ridge back in cheaply? Like using paintless dent? Or is it gonna cost me more than it is worth? Thanks.
