i got a set of wheels from a guy and he didnt take very good care of them on the inside and it caused the clear on the inside to blister a little. is there anyway to fix this so its not as bad or is it something that i just have to live with?

the pinnacle handbook says to use the swirl remover with the finishing pad at 4000-4500 orbits per min. that seems really fast unless im comparing opm and rpm wrong. im just wondering if i need to use my de-walt rotary with the finishing pad at 4500 rpm? that still seems way way too fast.
