On the back of this bottle of wax, it states that if an orbital is to be used, buff wet to dry. What exactly does this mean?

I just noticed this today before I was going to clean it up. How would I go about fixing this? I'm thinking that maybe something has gotten under the clear...? Thanks in advance, Randy
