I am trying to determine which one to buy. Are they the same? Basically a paint cleaner. Not really a polish. Use either one AFTER a Polish correct?

What's everyone's take here? Polish -> Seal or Polish -> Wax? OR Both?

PC with 3M creates a white powder ALL over the place. I have to constantly microfiber the dust off the paint. Very annoying. Is this normal with 3M compounds? Or is it normal with almost all polishes? How do I reduce or eliminate the dusting, if it's actually called that?
