Geez I Wonder What Happened Here?

I would guess it was an arrest as the person had to first lean, the lay across the hood to get patted down and cuffed.

I had already thought of the intent, but the "comfort level" just didn't seem right. Plus, who would want to do that in the dirt of a car?
