Did my daughter's abused white car

yesterday and didn't accomplish what I wanted. The wheels are still dirty.They have some kind of dirt on there that didn't/won't come off. I have no idea how long it's been on there(seems like forever). Also there is some industrial strength tar on her paint that refuses to come off. Outside of these two defects her car is cleaning up nicely. I used Bubblebath Shampoo then Clay Magic's claybar. Her car was definitely gritty and this improved the smoothness/slickness greatly. Very impressed with the results of this procedure. Next I put on Poorboy's SSR1. This cleaned up the paint( forgetting the tar)nicely. Put on a nice clear shine. The VM did make it wetter but I don't think it enhanced the shine. The EX-P certainly did. When the car is in the sun it really looks clean,wet and bright.White is hard to bling but I'd say it well on it's way. Tomorrow I'm going to do another coat of EX-P. Wednesday I'll top with Carnuba Moose Wax. When I dropped her car off she thought I was finished. She told me it looks better than when she drove it off the lot.I told her I have about 4 more hours of work to do. She thinks I'm gone. I still need to do her windows and interior.If I didn't do anymore to her car she would be satisfied. Me? I want her wheels and paint spotless so I'm not satisfied. I'll be doing this again in late fall maybe by then I'll find some tar remover and wheel cleaner that will do the trick. As of now SSR1+VM+EX-P is an excellent combo on white.

What is the finish on the rims? you may need to steam to remove what is on them. On the tar try using laquer thinner has worked for me every time but go slow and do this at the washing stage to remove the residue right away
 
The finish is flat. There is no shine whatsoever to them. I will have to try the thinner. Thank you.
