Sorry, I meant '89... but rechecked '87-'89 just to be sure. Could you possibly be referring to the color "Spinnaker Blue" (#7A)?
Either way though, if it a non-clear coat finish, and it needs polishing (as it sounds), it might not be accomplished all to easily by hand if the paint is that oxidized. Since for me it is hard to make a guess as to what exactly the vehicle needs without seeing it, it would be hard for me to recommend any course of action other than to consult a local professional. I would hate to suggest things to try that might not get you the desired results, nor would I want to subject you to an unnecessary time and effort.
